Who was running Kansas City in between 1983-1989 and who were some of the associates/soldiers/whatever then?

Uncle Nick died in 1983. Corky and Tony Ripe went to prison in 1984. Willie Cammisano sr became acting boss in 1984 and remained acting boss until Tony Ripe was released around 88, Cammisano became underboss. In 1992 Tony Ripe went back to prison and Cammisano took the top spot again until he died in 1995. John Scirtino took the top spot until tony was released in 1997 and he remained boss until 2006 when he passed away. Scirtino took over as boss in 2006 and remains that today.

Interesting note, Felix Ferina was murdered in 1984 because he attempted to take the top spot away from Cammisano after both Civellas entered prison.

What was/is the relationship between the Cammisanos/Civellas? Family, allies and quasi-rivals, enemy of my enemy? Was Ferina aligned more closely with one or the other? I don't get that info. My pops is cool with Sciortinos family but he is more acquainted with the #2 on 39th, if still owns. Both surprising cause dad is definitely not them.

He was nicknamed 'the rat' because LE used to find his victims' corpses in the sewers. The rats ate the corpses.

Cammisano ran an almost independent arm of the Civella crew, they were allies but Willie had enough respect and power on the street that Nick let him pretty much do his own thing. Ferina originally was more aligned with Cammisano as was Cardarella, when Corky and Tony Ripe went away Cammisano was also away leaving Wille Jr breifly in charge. Ferina took this as an opportunity and was trying to consolidate power to take over. He was wacked for this attempt. I am not sure who you mean by the #2 on 39th. Simone is the number #2 now. Cammisano knew who was in charge and when Tony Ripe got out he stepped aside and took the underboss position. I am interested can you give me a little more info on 39th st

Wille got his nickname because of an article written by the now defunct Kansas City Times. Upon finding a body in the sewer in the west bottoms. A policeman told a report that "the rats" got to him. The next day the caption for the article stated that "the rats got them" the article went on to quote a policeman who stated that William Cammisano was a suspect in this killing. Willie became known as the rat.
