I'm not sure what you mean about new but there have been bosses either on wiretap or via informants who have complained vociferously about this or that captain or soldier not sending up enough tribute.
I don't think the Family as a organization would keep track of a particular capo's earnings but the boss and those close to him certainly would. Some of that info might become semi-public info among higher ranking family members.
The more experienced or smarter a boss is, the longer he's been in the rackets or the better businessman he is the more accurate will be the picture he has of a given racket, or a particular mobster's earning capacity. Green bosses, or bosses that are just stand-in's for someone else (Junior Gotti) might not have such a good estimate of what everyone is making or what a particular racket is worth.
Yes, getting caught holding out is worthy of death but on the other hand everyone cheats since they are all criminals. The trick is not to do it in such a way that it is a clear insult to the boss.
The main thing that might keep a capo from cheating is that if this was a peaceful transition, the old boss might have told the new boss exactly the range of payments to expect from each capo. So if a capo shows up each month with $10,000 and claims that's what he gave the previous boss when the new boss knows the monthly tribute is to be at least $50,000, that capo might be asking to be made an example of.
The other way the boss might know the difference is that someone in the capo's crew might take it upon himself to tell the boss. That's dangerous though since a boss might thank him for the info and then kill him for being a rat.

Now this is the Law of the Jungleāas old and as true as the sky; And the wolf that shall keep it may prosper, but the wolf that shall break it must die. As the creeper that girdles the tree-trunk, the Law runneth forward and back; For the strength of the Pack is the Wolf, and the strength of the Wolf is the Pack.

so Defede made 1.14 over 5 yrs? thats awful.. Y would anyone wanna be boss and make 200k a yr.. Thats a lie . IVY check out my post in the Wealthiest Mobsters thread.. Defede may have been holding out. Or it may have been a case of guys holding out on him, so he was being truthful to Amuso about how much he was kicking up. And I saw your post in the other thread but there's really no way to answer it.

Why do people still respect Little Vic, hes been locked up forever, haven't they taped his conversations while people visit him. Does anyone know Matthew Madonna's status is he still locked up, I saw a chart that says under indictment
Madonna is a player, has been around forever,I remember he was in prison, schooling Nicky Barnes on certain rackets, whats up with that guy hes an OG!

Carmine Persico resembles Pee Wee Herman, he could be his body double Why do people still respect Little Vic, hes been locked up forever, Probably the same reason why Carmine Persico has had clout despite being behind bars for even longer.

Or do u mean if the family actually hands you the start up cash ?? in both cases you have to kick up money cause the family helped you either through rackets that you worked in or through their connections or through their cash that allowed you to get that business then you have to kick up a percentage case in point paul castellano set up his kids in legit businesses (meat company, etc) and even after he was whacked out mikey scars testified that castellano's kids would come see him to kick up some cash to gotti jr. cause their business benefited from the family

A bugged conversation between Lucchese captain, Salvatore Avellino, and soldier, Richard DeLuca -
Avellino: "Before he was straightened out, he's telling me that the union is his, you know? So I'm saying, 'What, what do you mean the union is yours?' He believes the fuckin' union is his. And what am I gonna say, union? Nothing is yours. Everything is the boss."
DeLuca: "Yeah."
Avellino: "Wait, and we only get the privilege of working it, or running it. Unless you got something that is a legitimate thing, that you know, that is yours, then they say, 'Well, that's yours.' But anything that's got to do..."
DeLuca: "You operate at his pleasure."
Avellino: "You do what he wants. I mean, and even, even if, with a legitimate thing, you operate at his pleasure ninety percent of the time."
