Frankie Cali a Capo in the Gambino family was described by the Feds and News Reports as a "rising star in the family" when he was busted in 2008 in operation old bridge. Back in the early 80s Salvie Testa was also described as this as he was powerful, respected and young. Can anyone else think of current day guys who are young(ish), powerful and rising fast in the families? Maybe Anthony Nicodemo in Philly for example?

Anthony Nicodemo been around well over 15 years now so you really cant call him a rising star. He has his place in LCN solidified but considering he really hasnt moved up much during the Merlino era, then the post Merlino era (when jailed) and hasnt moved up much in the 12 years of Ligambi tells me he isnt considered high level material.

Is Nicky Scarfo JR even in the Philly family? I remember him being in the Lucchesse family for some reason, I could be wrong.

You are right, Scarfo Jr is a Lucchese and IIRC Vic Amuso made him as a favor to Scarfo Sr.
