What ever happened to Tom Heagan he isnt in the 3rd one is he you see his wife but not him so where did he go?

Tom died? As character okay, but Robert Duvall is still alive..

He didn't act in GF 3 because the money they offered was too low, in his opinion.

Tom Hagen died between 1959 and 1979. The Godfather Part III was set in 1979, so he couldn't have been alive during Michael Corleone's papal award from the church for his charity.

I would say his death was closer to 1979 than 1959 because Michael makes the comment that Tom didn't live to see his son ordained a priest, which implies Tom may have known Andrew was heading that way. Someplace else in GF III they say that Andrew has been working for some bishop for two years, and waiting for an assignment to the Vatican, so I would put Toms death 1972-1975.

Andrew was born in 1942 or there abouts, making him 37 by the start of GFIII. Had he gone to the priesthood straight from school he would've been ordained in the late 60's, therefore Tom died in the mid 60's.
