Luca Brasi was a underutilized character in the movie but I've always been fascinated by that sort of mobster- a homicidal psychopath who scares other mobsters and is only controlled by the boss.

Who are some mobsters in real life that would have fit that criteria?

I think Sam DeStefano in Chicago came pretty close.

"When the snows fall and the white winds blow, the lone wolf dies but the pack survives."
Winter is Coming

Now this is the Law of the Jungle—as old and as true as the sky; And the wolf that shall keep it may prosper, but the wolf that shall break it must die.
As the creeper that girdles the tree-trunk, the Law runneth forward and back; For the strength of the Pack is the Wolf, and the strength of the Wolf is the Pack.

From what I've read, I'd have to agree. Here in New York, the first guy that comes to my mind is Anthony "Gaspipe" Casso. The guy was so batshit insane, that if he weren't a gangster, he probably would have been a serial killer. Then again, he probably fits the serial killer criteria anyway. He was very loyal to Tony "Ducks" Corallo, though. Much like Luca was loyal to Vito.

Some people believe the model for Lucca Brasi was Willie Moretti, a feared NJ mob boss who was, in Joe Bonanno's words, "Frank Costello's strength." Moretti was alleged to have gotten Frank Sinatra out of a contract with the bandleader Jimmy Dorsey by threatening his life, just as, in "The Godfather," Lucca got Johnny Fontaine out of a contract with a bandleader by holding a gun to his head.

Moretti had tertiary syphillis. After an embarrassing appearance before the Kefaufer Committee in 1951, the Commission ordered his death.

Sam DeStefano, definitely. Even his mugshot looks creepy.

Like much of the events/characters from the Godfather, Luca Brasi was inspired by the Gallo-Profaci War.

Brasi was based on Joe Jelly, Larry Gallo's feared and loyal enforcer. A few days before Larry's attempted assassination (later immortalized in GFII) Jelly went deep sea fishing. He was never seen again. A few hours after the attempted killing of Larry Gallo, a fish wrapped in a piece of Joe Jelly's shirt was thrown out of a car in front of the Gallo headquarters on President St. Hence the "Luca Brasi sleeps with the fishes".

The Detroit Partnership liked to send "PACKAGED FISH" to certain individuals in the early days to make a statement..Something i associate with Luca Brasi as the LCN kinda adopted that from the movies.
