With Geary in Fredo's Brothel
Everyone is focused on who opened the drapes, but maybe that is not the question we should be asking. Maybe it is who didn't close them. Assuming the Corleones didn't live like Elvis, its likely the drapes would be opened during the day and then closed at night. I'm not sure whose job it was to do this but if the Corleones had domestic help that may have been someone's job, which raises the question How deep into the family did Fredo's betrayal go?

Good point DT. The compound appears to have been huge with many buildings all of which would require maintenance of some sort to be carried out by domestic staff. Of course, we never see the domestic staff except for the nanny that appears during Kay's post-divorce visit. So, it could have been any of the invisible help not to mention any of the wiseguys in the Rocco's crew. Of course, that may have been FFC's choice in order to keep us guessing.

As I've opined many times before, my money's on Manolo.

I'm going to assume that Michael and Kay wanted the drapes closed all that day because the party attracted thousands of guests, many of whom would wander around and probably want to peer into the house out of curiousity. Kay might have made a point of telling the staff to keep the drapes closed all day. It does raise the possibility that someone on the staff was in cahoots with Roth or his representative. But I doubt Roth would have reached that far down--it'd be too unreliable. Fredo's still my choice.

I'm still in the Fredo boat myself. As TB stated, Roth wouldn't have attempted to get this done with the help of a simple housekeeper, someone that he doesn't even know. He would have no way of knowing how loyal that person would be to the Corleones, which could have possibly led to a major backfire of the whole plot. Rocco proved his intense loyalty to Michael later on, so I don't think it could have been him. And Neri is absolutely out of the question. Even the book makes that clear.

Okay. The drapes scenario makes sense. But dangling beaucoup of money (or threats) in front of a staff member could be less risky than entreating someone's brother.

That's true, sure, but if threatened or offered mass money, the housekeeper could simply run to Michael and tell him what went down, knowing that he/she would be viewed at being very loyal, and therefore, protected.

I'm brand new to the sight so I just want to say thank you for kind-of clearing up what has bothered me for years about Fredo's involvement in the attack against Michael. I always thought that he helped in the possible kidnapping of Michael by pulling the drapes back, and stupidly did not think it was going to be a hit. So thank you all for posting your opinions on the subject. It has helped me out. This sight is absolutely incredible!!!!!
