Why does Ola and Cicci get a pass?

Ola was killed by Michael's bodyguard right after Michael gave the guard the order (the look at the Superman show). After killing Ola, Roth is found in bed with people around him. So, the bodyguard couldnt kill him and had to back off until the hospital. Which, as we know, didnt work out too well.

Ola got a pass? When did this happen? And who gave him a pass?

We don't know that Cici ultimately got a pass. But it's possible to believe he got a pass. He was pointedly asked at the Senate hearing if he ever got a direct order from Michael and he replied, "No, I never talked to him." This may have been a deliberate lie to help Michael--we saw, near the end of GF, that Cici said, "Sal, Tom, the boss says [emphasis added]for you to go on ahead [to the Barzini meeting] and he'll come in his own car..." This could mean that he got a direct order from Michael that resulted in murder (Tessio's). On the other hand, Cici's denial that he ever got a direct order from Michael emboldened Michael to perjure himself--he didn't know Frankie was alive, and therefore thought the Senate committee had no one who could directly implicate him. Michael could have interpreted that as Cici being complicit in the attempt to nail him for perjury. Who knows?
My view is that Michael never gave an enemy a pass, and he had adequate reason to regard Cici as an enemy--even if he had no ulterior motive for denying that he got an order from Michael, Cici still broke omerta publicly and said damaging things about "the Corleone Family," as he named it in testimony. Michael might have tried to get to Cici, but he was under very heavy guard. Then, when Frankie appeared out of nowhere, Michael knew who the real enemy was, and who to target.
The hearings occurred before the establishment of the Witness Protection Program. My guess is that the Feds put Cici in a protected wing of a federal prison (as they did with Valachi). Michael probably couldn't have gotten to him (at least not easily). But after he brought Vincenzo to Washington to shame Frankie into recanting, and got Tom to convince Frankie to kill himself, Michael probably lost interest in Cici. It just wouldn't have been worth his while to try to whack him in prison.

After he got Cicci got out of prison he moved to Philly and became a loan shark and changed his name to Tony Gazzo.

In other words, at that point, Cici became small potatoes.

I thought about that... but when he tells Tession "the boss says..." - does that really mean that Michael told him? or could Tom have told Cicci... "say this".... Cicci didnt say "Michael told me"....

not trying to split hairs here... but it doesnt mean that Michael told Cicci directly... we can imply it... but... Tessio was setup...so...

I used the conditional "could mean"and italicized it so that you and others would see that perhaps it didn't mean that Michael actually gave Cici a direct order. My point was that the statement could have been construed as a direct order.

Well one brother died of stomach cancer, the other brother got shot in a restaurant, and the third brother became withdrawn and basically went under after losing the other two.

The 3rd brother switched families and still hangs around Red Hook.

Willy Cicci...I guess Michael could kill him between GF2 and GF3,he may wait for some time until the media could stop paying attention to Cicci. I think Michael never stopped keeping the eyes on him as a target. It doesn`t matter how long, once you talk(and no matter if Cicci didn`t talk about Michael, he just talked)soon or later you get a retribution.

No one knows what happened to Cicci....he may have received some kind of immunity deal, or other favorable treatment like a hort prison term. He really did not break the Omerta because he never linked Michael Corleone. Still I dont think the family would have welcomed him back with open arms.

He talked about the mob. That's breaking Omerta, even if he couldn't testify against Michael.
