Football hooliganism in England has seen a massive reduction in the last decade or two, it's still a problem but we've managed to police it incredibly effectively. You still get a few skirmishes now and then before and after games but overall the situation is not too bad. You should see the lengths that my local police go to for local derby games and this is only for crowds of 9,000 max.
In Italy, things have never seemed to be improved. Earlier in the year a missile struck referee (now retired due to death threats) at a Roma game and then the next two Roma games were played behind closed doors. It was quite surreal to watch two top European teams (Roma - Real Madrid) play each other in an empty stadium that could probably hold over 70,000.
British clubs have been banned from European competitions in the past. It's time to do the same in Italy.
What worries me now is the trouble that will undoubtably be caused in future English v Italian club fixtures (Milan v Chelsea/Liverpool in final), and even international games.

It's not just Europe...it's a world wide problem. The biggest hooligans are from Boca Juniors....and that's argentina not europe.
