My guess is that because it's a television show and thus will have a much tighter schedule than would a film, there wasn't a lot of time to "fine-tune" the lip-synching of the actors' songs (which are pre-recorded for quality). Lip-synching a song, even one an actor has recorded him/herself, can be very tricky.
But I have to disagree about Meadow's singing voice; I think it's lovely! I heard her sing the National Anthem at Yankee Stadium last year (when she, Tony, Dr. Melfi and Paulie all threw out the first pitches); it was the first time that I recall that people stopped singing along to listen. And she sang a cappella (no accompaniment)! It was a sweet soprano sound floating over the unusually quiet stadium; amazing! At the time she was playing the role of Belle in "Beauty in the Beast" on Broadway; I didn't see her in the show, but I heard she was quite good.
And hey, give Uncle Junior a break! He was singing a very emotional folk song ("Core 'Ngrato"), and his performance was actually correct in context of the musical style. I think he has a very decent folk-singing voice, and in fact sometimes performs at Sofia's Restaurant on West 46th Street. Catch his act; it's great!

Uncle Junior sang The National Anthem at a recent NJ Nets playoff game. Accapella, and quite well. The Fans loved it.
