"Racketeer-Influenced and Corrupt Organization" Act, passed by the federal government in 1970. Basically, it allowed for long prison terms for criminals who engaged in criminal enterprises: book-making, loan-sharking, gambling, etc. (and of course, hit contracts). This was specifically aimed at getting the man on top -- the "don," if you will -- rather than just the underling soldier who did the dirty work. After all, you bust a soldier, the boss just goes and gets another one. It was passed with the Mafia in particular in mind.

I'd like to add one more point: Mob victims also can be prosecuted under RICO--for example, a businessman who fell behind in his loanshark payments and was forced to operate the business as a front for the Mob. With double-digit sentences the norm under RICO, the businessman has a tremendous incentive to become a witness against the mobsters whom he was fronting for.
