well, in russos book "the outfit" hes guessing that the prime years were probably 40s to 1960 those years they took over a great number of legal busineses, and with all their associates they were like a little US army in Chicago.
he figures conservatively about a thousand sluggers they could call upon. not even mentioning they controlled half the police force, and hundreds of da's and judges.
I highly recommend the book, the power they had will astound you.
