Born in Sicily on Dec 19, 1901, LaRocca gained control of the Pittsburgh family numbers' racket in the 1940's and at one time finaced and controlled several gambling casinos in West Virginia's panhandle.

In the early 50's, the immigration and Naturalization Service began deportation proceedings against LaRocca, contending he was an undesirable alien because of his conviction for larceny, receiving stolen goods and operating a lottery. However, then Governor John Fine granted a back dated pardon for the crimes and the INS case consequently was dropped.
