It's called all chiefs, no Indians. And that's how every criminal organization, starting with the Roman Empire, fell apart.
When they arrest a mafioso in Italy, they always write in the newspapers "a boss has been arrested", no matter what his real rank in the organization is. The only cases when they don't call them bosses is when the arrested ones are politicians (in these cases they never go beyond saying "alleged mafia associates").
