DETROIT
Leadership

The Detroit FAMILY of LCN was established as a
single entity many years ago and grew in strength and stature
under the guidance and leadership of JOSEPH ZERILLI and his
two brothers-in-law WILLIAM 'BLACK BILL" TOCCO and PETER
CORRADO (deceased). The Detroit FAMILY exerts a sphere of
influence not only in the Detroit Michigan area but also
in the Toledo area of northern Ohio. The Detroit FAMILY
is also reported to exercise some influence in the St Louis,
Missouri area.
FAMILY Members in Detroit are all of Sicilian extraction
but the FAMILY or organization has under its control Jewish,
Polish and Syrian hoodlums who have been connected or associated with racket activities in the Detroit area for many years.

On June 1 1966 NY T-62 advised that JOE ZERILLI's
rule of the Detroit Italian criminal syndicate extends back
for almost a 45 year period. This source stated that ZERILLI
pulled PETE CORRADO out of the gutter and he too WILLIAM
"BLACK BILL" TOCCO out of the Ford Motor Company plant and with
the two of them established the closed corporation that the
Detroit syndicate is today.
ZERILLI And TOCCO are described by this source as men of few words and that when they make a decisions there is no argument over it. He also mentioned that the two think alike.

On March 31 1967 NY T--120 identified ANGELO MELI
as a member of the "Commission". The informant indicated that
he considered MELI to be more powerful than ZERILLI. MELI is
in on every major decision made by the Detroit syndicate.
(It is noted that MELI has reportedly been ill and lived in semi retirement for the past several years.)
On July 9 1966 NY T-61 named the following individuals
in the order of their importance in the Mafia according to his
judgement:
