Eatery was alleged crime ring's home base

RICHMOND HILL -- The core of an alleged crime ring that police say
peddled drugs, trafficked guns and targeted other criminals is
believed to have masterminded its operations in a Danforth Ave.
restaurant it called "the office."

Trying to avoid police surveillance, the group would meet and chat
quietly in a public place. They would also walk and talk along the
main thoroughfare in Toronto's Greektown to avoid prying police ears.

They didn't do it well.

Police from York, Peel, Toronto and the OPP, working together on
Project Betrayal, have been picking off the 25 members and associates
of the tight-knit group. They also intercepted about 50,000 phone
calls.

One man, James Biliouras, has fled to Greece after getting bail in
May.

Another man, Harry Lainis, a member of the Hells Angels Simcoe
chapter, is accused of possessing a kilo of cocaine for the purpose of
trafficking.

Police announced yesterday the ring was discovered after witnesses
called 911 for the September 2007 robbery of cash from two Montreal
drug dealers at Richmond Hill's Hilton Garden Inn. Since the dealers
didn't call, detectives wonder if other criminals have been robbed by
the suspects but remain silent.

"There was a restaurant where they would meet on the Danforth, they
would meet and they would actually call it the office," York Det.-Sgt.
Duncan MacIntyre said.

"(Many are) career criminals and ... have been subjects of wiretaps in
the past, so they're very smart ..."

He said the men who formed the nucleus of the organization met daily.
"These gentlemen all have reputations on the street as being involved
in that type of stuff."

But the group not only worked for itself. "They were able to do things
for other people," he said. One man is charged with extortion for
trying to extract payment in a botched cocaine deal.

Detectives discovered that, while centred at the Greektown restaurant,
the ring worked throughout the GTA.

One suspect, Dobroflov "Bulgarian Bobby" Manchev, the alleged
mastermind of the crew, had served a 61/2-year prison term for running
a robbery gang that included former Toronto cop Darin Cooper, a
10-year veteran sentenced to 91/2 years in jail.

That ring, busted in Project Captain in 2000, used police-issue gear,
including vehicles, to rob traffickers.

It was deja vu for police in Betrayal as the suspects again used
police gear during a Queen St. break-in and allege there's evidence of
plans to simulate cops in other crimes.

Det. James MacSween described Manchev as "sophisticated. ... His
co-accused (in 2000) was an ex-Toronto police officer, he has working
knowledge how police operate and whatnot."

MacIntyre said the project name was devised because "these people were
dealing with other criminals in the underworld they are in, betraying
each other."

"These gentlemen worked separately of each other in smaller groups,
but when there was something big going on, as (in) drug dealers or
large thefts, these guys would come together," he alleged.

"We're talking at upwards of multi-kilos of cocaine they were looking
at stealing from people, robberies in excess of $275,000 that they
were planning ...," MacIntyre alleged.

MacIntyre said police discovered Manchev planned to flee Canada as
others were being arrested. Police executed the final 11 warrants on
June 4.

In Manchev's home, police found an escape kit, including euros, fake
ID and passport, said MacIntyre. In a freezer, police found $50,000
cash.

In another raid, police found a suitcase behind a wall in the Richmond
Hill home of Tasuli Mustakinovski containing Kevlar vests with
"police" emblazoned on them, police hats and holsters and radio
equipment, MacIntyre said.

"The main targets of our investigation remain in custody," he said,
while some are on bail with strict conditions.
