An older Lucky Luciano and Pasquale "Patsy" Eboli who was a captain in the Costello Family in Sicily..Patsy's brother, Tommy Eboli later became acting-boss when the Costello Family became the Genovese Family.

This pic was posted a few years ago and I recall someone saying Louisiana, which sounds about right because of how often Costello was down there.
