Major police strike against the Hells Angels

A network of alleged drug traffickers under the control of the Hells Angels chapter of Trois-Rivières is the target of a police operation that should result in about thirty arrests on Wednesday.

The National Anti-Organized Crime Squad (ENRCO) has been striking in Quebec since daybreak in Mauricie, Montérégie, the Eastern Townships, the Outaouais and Montreal.

The Journal has learned that at least one member in good standing of the Hells Angels chapter of Trois-Rivières suspected of drenching in drug trafficking has been apprehended.

Claude Gauthier, 50, left his residence in Nicolet at around 6:00 am with handcuffs and escorts from ENRCO investigators.

The veteran biker, nicknamed "Gros Claude", had also seen his home be the target of a search of this squad December 12 last.

n 2009, Gauthier managed to escape the police during the famous SharQc operation, which targeted 156 members and associates of the Hells in Quebec.

He remained on the run until 2016, after the removal of charges of murder and conspiracy against him.

But this time, he will face justice and appear on several counts Wednesday afternoon.

The new local Hells trifluviens, located in Saint-Cuthbert, had also been invested by the police four months ago during the same drug investigation.

The ENRCO, whose mandate is to attack the heads of the Hells of other groups related to organized crime, is made up of about sixty investigators from the Sûreté du Québec and the Montreal Police Department, Laval, Quebec. and Lévis.

Operation against the Hells Angels: thirty arrests planned

The police are leading this morning a ring in the entourage of the Hells Angels. Thirty arrests are planned in connection with the sale of narcotics.

The National Organized Crime Squad (ENRCO), which brings together several police forces under the coordination of the Sûreté du Québec, triggered the operation in the early hours of the morning.

According to our information, two members of the Hells Angels, Claude Gauthier and Pascal Facchino, appear on the hunting board of the police. The homes of the two men had been searched during the investigation called Orque in mid-December.

Gauthier is an influential member of the Hells Angels of Trois-Rivières. He is very close to ex-member Mario Brouillette and the influential Normand Ouimet, currently held in the wake of Operation SharQc.

Claude Gauthier is an influential member of the Hells Angels of Trois-Rivières.

Gauthier was the Hells Angels who remained the longest on the run following Operation SharQc conducted in April 2009. He did not give himself until seven and a half years later, in December 2016, but benefited from a stay of proceedings the next day. He was accused of murders and murder conspiracies, like all the others, and was on the list of the ten most wanted criminals in Quebec.

As for Pascal Facchino, he would be the last Hells Angels to have officially obtained his colors, these last months, during the investigation Orque.

All suspects arrested this morning will be charged today at the Montreal and Saint-Jean-sur-Richelieu courthouses. The principals will face chiefs of gangsterism, conspiracy to drug trafficking, drug trafficking and receiving.

According to Sergeant Claude Denis, the strike is aimed at the dismantling of several drug control networks controlled by the Hells and activated in "more than a dozen municipalities" in the Mauricie, Montérégie, Estrie, Outaouais, Central Quebec. du Québec and in certain specific boroughs of Montreal.

The searches this morning are the culmination of two investigations. The first, Orque, was conducted by ENRCO, whose mandate is to fight against the heads of organized crime, while the second, called Palmaire, was carried out by the Regional Mixed Squad (MRE) of the Montérégie, headed by the Sûreté du Québec.

A Hells trapped in his house
The veteran biker did not suspect that the police had installed a microphone at his home to record it without his knowledge

Two Hells Angels would have been too talkative about their illicit income and the amount of drugs sold by their network, unaware that they were being recorded without their knowledge by the police.

Pascal Facchino
Accused
It was only after their arrest yesterday that Claude Gauthier, a veteran of the Hells chapter of Trois-Rivières for 21 years, and Pascal Facchino, newly promoted member of the biker gang last winter, learned how they went. Trapped by the National Crime Enforcement Squad (ENRCO).

The police had secretly installed a microphone inside Gauthier's residence in Nicolet, according to information obtained by Le Journal .

Gauthier and Facchino have been talking about accounting and "business" in the midst of the wiretapping operation conducted during the Orque investigation project, which they have been two of the main targets since 2018.
The alleged leaders of the network hit yesterday allegedly boasted the sale of about 10 kilos of cocaine per month - the equivalent of 150 000 doses - in the region of Saint-Jean-sur-Richelieu and the RCM of Roussillon which extends from Châteauguay to La Prairie.

The Hells would have costed their monthly fees - also known as "taxes" - at $ 50,000, or 10% of the sales revenue that all traffickers doing business in the Hells-controlled territories must pay.

Violence and intimidation

Motorcyclists have "imposed" their stranglehold on these markets of the Montérégie "by resorting to violence and intimidation," said Chief Inspector Guy Lapointe, spokesman for the squad grouping the Sûreté du Québec. Quebec and the police services of Montreal, Laval, Quebec and Lévis.

Steven Lepage-Savard, 24, considered a "manager" of the network, was also voluble while the police watched him.

"I'm going to the" pen "..."

On October 24, 2018, the ENRCO conducted a search of the home of this young Montrealer, in the Lachine borough, where he lives with his girlfriend, his mother and his father-in-law, all of whom were accused yesterday.

Lepage-Savard was not at home when the police visited, but in a telephone conversation with his father-in-law, he summoned the latter to "flush" the narcotics hidden there before the police found them.

Three days later, the young accused already knew what was waiting for him.

"Fuck, have you not seen the news? I'm going to the "pen". Have seized all. They will stop me there, "he told a client without knowing that the police were listening.

The 33 alleged traffickers of the network appeared yesterday at courthouses in Montreal and Saint-Jean-sur-Richelieu.

"Very few defendants could be released. Those who remain detained will return to court on Monday to set the dates for their bail hearing, "said one of the defense lawyers, Tom Pentefountas.

The Journal also learned that ENRCO has used undercover agents to make several purchases of drugs from the network, also present in the Mauricie, Estrie and Outaouais.

This organization also sold methamphetamine and crack, according to the survey conducted by the Montérégie Regional Mixed Squad and the Saint-Jean-sur-Richelieu police.

Traffickers used code names to identify their products: "soft" for cocaine, "hard" for crack, and "pinches" for methamphetamine tablets.

The Taxman is on the heels of a former Hells chief
Salvatore Cazzetta refuses for over 20 years to pay $ 393,000 to Revenu Québec

The taxman must work hard to recover nearly $ 400,000 from a former leader of the Hells Angels, in taxes on illegal income he failed to declare more than 20 years ago.

Salvatore Cazzetta, who led the Hells between 2011 and 2015, and lawyers from the Quebec Revenue Agency will have an appointment before the highest court in the province to try to settle this dispute, ordered the Court of Appeal last Friday.

Revenu Québec claims $ 393,000 in taxes evaded on income not declared by the influential Hells Angel between the years 1989 and 1996, as well as penalties for its delays.

At that time, Cazzetta was still part of the Rock Machine, the former enemy band of Hells he founded with his brother Giovanni, in 1989.

The biker from the Saint-Henri district - who had not filed a tax return for the eight years in question - would have earned over $ 105,000 in annual earnings during this period, according to tax calculations based on an investigation. the late Carcajou squad at the expense of the Rock Machine.

Salvatore Cazzetta, however, disputes the merits of this assessment. In particular, he argues that in 1994 he began serving a lengthy prison sentence in the United States - for plotting to import 200 kg of cocaine - and therefore was unable to withdraw any income from his cell.

Ready to pay half

The man who is nicknamed "The Beard" is still ready to negotiate a settlement to pay his debt by paying up to $ 200,000 in the coffers of the state, ie half of the tax claim. dispute.

Cazzetta began talks with Revenu Québec in 2017 after recovering $ 250,000 from SPVM police officers in another police investigation in 2009 against a network of tobacco smugglers.

This money, which the police regarded as a product of crime, had to be returned to the rider when he was released from any charge after successfully filing a Jordan-style petition alleging unreasonable delays in the court system.

No verbal agreement

Revenu Québec believed that it had reached an amicable agreement with the tax lawyer who represented Cazzetta in the fall of 2017.

But the veteran Hells Angel has denied this verbal agreement, which he has never ratified, disavowing at the same time the lawyer in question.

In January, the 64-year-old rider convinced a Superior Court judge that this agreement was invalid.

Salvatore Cazzetta is part of a group of 23 members or associates of the Hells Angels who have filed lawsuits totaling more than $ 91 million against the state in the past year, alleging that they have been unfairly accused and detained in some police investigations, whose operation SharQc.

WHO IS SALVATORE CAZZETTA
Member of the SS of Pointe-aux-Trembles at the same time as the former chief of Hells Maurice Boucher, in the 1980s
Found the Rock Machine with his brother Giovanni, in 1989
Incarcerated in the United States during the deadly war between the Hells and the Rock Machine, from 1994 to 2000
Becomes a member of the Hells after being released from prison in 2005
Alleged leader of the Hells between 2011 and 2015
Gets the stay of proceedings three times, between 2011 and 2017, being released from the charges against him in as many police operations

POLICE AND BIKERS LEARNED FROM THEIR MISTAKES

On April 15, 2009, Operation SharQc was conducted. The goal, with its 156 accused: to eradicate the Hells Angels who, a few years earlier, had been at the heart of a war that had left 160 people dead and as many injured in Quebec. Ten years later, it is clear that the goal was not achieved.

The Quebec Hells Angels are as present as before, if not more so. They have about 80 members at liberty, and they have more than 500 sympathizers or apprentices in their junior clubs or clothing vendors in their colors. According to the Sûreté du Québec, they sit at the top of the organized crime pyramid and control more than 95% of Quebec's territory in the area of drug trafficking. They have no more enemies in bikers. This does not preclude sporadic settling of accounts since 2012, and until recently, attributed to the Hells Angels by the police, in Montreal and elsewhere.

The Hells Angels are old and have made war. They are now more respected than the young leaders of the mafia who replaced the older ones, carried away by interminable intestine wars.

The Hells Angels have created strong ties with this mafia and other criminal groups to which they even impose a "tax" for the right to carry out certain activities or operate in certain territories.

They still have five sections, one of which, Sherbrooke, is however inactive, for lack of a sufficient number of members without judicial constraint. They extend their tentacles to the maritime provinces. They also sponsor school clubs in cocaine producing or importing countries. The Hells Angels, who spent at least six years together at Bordeaux Prison, are much more "tightly knit" and learned police investigative methods after seeing SharQc's voluminous evidence.

CONSTANT PRESSURE

Even though some Hells Angels have received long sentences - let's not forget - SharQc has been a failure for the police and the prosecution. Because of the management of the evidence before the courts, which could not absorb such a mass of information - Bouchard report - and because of the Jordan decision rendered in 2016 by the Supreme Court of Canada, which limits judicial time limits , the way to investigate bikers has completely changed.

These are now done in two stages. The police conduct multiple searches and arrest suspects only much later, as they must be prepared to disclose the evidence at the time of the charge.

These new investigations are now called Objection, Harmful, Urchin and Orc. They each target some members of the Hells Angels, called the heads, their employees and street vendors. This three-level attack means that the dozens of people arrested are charged in different court files, which prevents mega-trials.

Through these repeated searches, the police exert constant pressure on the bikers, who do not know where the shot is coming from and are constantly on the alert. It does not happen a week without a lawyer or a criminal saying he expects a raid in the coming days.

Two of the Hells Angels arrested in recent investigations had just received their rank, while another was an apprentice ( prospect ). The police certainly want to discourage the succession.

Another method used, however, is not new: to recruit a member of the criminal organization, who thus becomes a civilian undercover officer paid by the state.

This worked in the Objection investigation, while several of the 60 suspects arrested in April 2018 had already settled their cases a few months after the strike.

THE SYSTEM AND PUBLIC OPINION

But if the police had to adapt after SharQc, the bikers did it too, starting to fight on fronts they would never have exploited 10 years ago.

One of them: the courts. They sued the Sûreté du Québec, the Criminal and Penal Prosecutions Branch and the Attorney General of Quebec for tens of millions, claiming that they had been illegally detained after Operation SharQc.

They go to the Office of the Privacy Commissioner of Canada because they are turned back on arrival in southern countries.

They are displayed by organizing a princely wedding in downtown Montreal.

They do not want to leave all the space for the police version in the public opinion and therefore address the media to denounce the strong police presence at a rally on the South Shore of Montreal.

Ten years after SharQc, the battle takes a new turn and is far from won for the authorities.

Goal to stop all Hells Angels in Quebec

You'll tell the criminal intelligence that I'm now retired. "

C 'is by making this request to a police officer who lived near his home in Rock Forest Sylvain Boulanger opened the door to the investigators to convince him to work with the police to become the star witness in the proof of SharQc project.

In an interview with La Tribune, a source explains that this historic police operation sprouted after the positive results of the Operation Printemps 2001 which made it possible to have Maurice "Mom" Boucher sentenced to life imprisonment.

"The goal was clear: stop all Hells Angels in Quebec," said the police source.

In order to successfully investigate and convict members in good standing of all chapters in Quebec, the team of criminal investigators and prosecutors was well aware that it had to put together convincing evidence in the so-called project. Hells Angels Rayon Quebec Strategy: SharQc.

"It needed an informer. We had subtly made certain approaches. One day, Sylvain Boulanger asked a police officer to warn criminal intelligence to change his status to retiree. It opened the door. A policeman went to confront him and gave him his phone number, "said the police source.

As time went by, Boulanger chose a few months later to "return his jacket" and become an informer to testify against his former "brothers".

During about forty sworn declarations, Boulanger helped to sustain the theory of the cause for murders and conspiracies for murder.

A member in good standing between December 1993 and November 2005, Sylvain Boulanger began working with the police forces in 2006 before signing a $ 2.9 million contract in 2007.

"We did not know there was a unanimous vote of all members in Quebec for the biker war. He also told us how bonuses were funded to eliminate competitors. The Sherbrooke chapter put $ 100,000 in the $ 1 million prize pool. As a sergeant-at-arms, Sylvain Boulanger knew where the money was going and what the weapons were for, "the police source said.

Sylvain Boulanger had access to the details of the targeted victims, the perpetrators of the killings and how the crime occurred. In addition to planning and committing murders on their territory, the Hells Angels of Sherbrooke have been called to reinforce the Quebec Chapter.

"At some point in the investigation, we had a warrant to wiretap all the Hells Angels in Quebec. A colossal job was done to corroborate everything, "the police source said.

Even if the judicial result was not the expected one, the police remain convinced that the work done has shaken the standard bearers of organized crime in Quebec.

"Several big names in the Sherbrooke chapter have retired after their release. They were afraid to spend the rest of their lives in jail. They also all lost a lot of money while they were in prison, "said the police source.

As for Sylvain Boulanger, he remains to this day under the witness protection program.

A milestone operation despite an aborted lawsuit

If the vast police operation of April 15, 2009 struck the collective imagination with the arrest of all members in good standing of the Hells Angels of Quebec, the cessation of proceedings during the mega-trial for murder in October 2015 marked the limits of the process judicial.

"Even if the trial for the latest accused has not been completed, one thing is certain, the Hells Angels no longer feel untouchable," said a police source who agreed to comment on the tenth anniversary of Operation SharQc at the Tribune.

Sherbrooke chapter members Claude Berger, Michel Vallieres, Yvon Tanguay and brothers Sylvain and François Vachon obtained a stay of proceedings in the first degree murder and general conspiracy murder cases during the biker war between July 1994 and July 2002, for which they were tried by jury in October 2015.

The factual background of three of the seven first-degree murders in the evidence was reported to have occurred in the regions: Michel Mathieu on March 5, 1997 in Deauville, Sylvain Reed on March 12, 1997 in Sherbrooke and Sainte-Catherine-de-Hatley, and Robert Léger on August 12, 2001 in Sainte-Catherine-de-Hatley.

Several other members in good standing in Sherbrooke pleaded guilty to reduced charges of conspiracy to murder and were sentenced to long prison terms.

They obtained reduced sentences in September 2016, ensuring that many were released from prison.

"It is certain that there has been disappointment with the fact that murderers are being released. But many of these guys have still spent six to eight years in prison, "said the police source.

According to @IsabelleRicher this trial has ended in two murder convictions. When it began in May 2018, the trial was expected to last until Nov. 2018. The two men on trial, linked to the Hells Angels, were part of trio that escaped from a Quebec jail in a helicopter.

Two men guilty of murder
The jury deliberated 28 days, a record in Canadian history, not to mention a one-year river trial

"After a year of trial and 28 days of deliberation, the jury finally rendered a verdict in the case of Denis Lefebvre and Yves Denis, two criminals of Val-d'Or at the head of a network linked to the Hells Angels. Between 2007 and 2010, they had sold 650 kg of cocaine in Abitibi, for a turnover of $ 50 million."

The Hells Angels have new recruits

UPDATE Monday, May 6, 2019 13:33
The Hells Angels took advantage of their first motorcycle show of the year to welcome two new members in good standing in their ranks late last week.

The police identified the gang's new recruits during the traditional "First Run" of the Hells, in which more than 250 bikers participated in Beauce .

Michael Parent became the newest full-patch member of the South Chapter, while Philippe Carrier received his nomadic jacket from the New Brunswick-based Nomads Chapter, according to Le Journal .

Parent has already been considered a lieutenant of the influential biker Kenny Bédard, who died wearing the Montreal Hells chapter in a motorcycle accident in the summer of 2016.

Carrier escaped Operation SharQc when he and 30 other bikers accused of drug trafficking and gangsterism were released in May 2011 because the court felt they could not be tried in a timely manner.

The Sûreté du Québec also noted on Saturday that another veteran Hells Angels, Michel "Mammouth" Grenier, was wearing his "colors" of the Sherbrooke Chapter of the band.

Grenier, who was sentenced to 12 ½ years in jail for a murder plot in the wake of Operation SharQc, was able to halve his sentence in the Court of Appeal in 2016 and is now free.

Wanted for 31 months following this operation, the 53-year-old rider had imposed a diet and lost several tens of pounds to escape the police during his run.

The Sherbrooke Hells section, which has been inactive since Operation SharQc 2009 because it does not have enough staff, now has four members in good standing.

This is two less than the minimum required to be able to become an official chapter of this biker club under its internal rules.

138 fines awarded

The Hells now have close to 90 members in good standing in Quebec. The gang is also assisted in its illicit activities by about 200 color holders of its 20 partisan clubs.

Last weekend's rally in Frampton coincided with the arrival of the Red Devils as the Hells' new "club-school" of the Quebec chapter.

The Red Devils are already present in several provinces and represent the largest Hells affiliated club in Canada.

The police present at the weekend on the site of this parade were not idle.

They issued 138 statements of offense - mainly for motorcycles whose exhaust system was found to be non-compliant or defective - and seized four vehicles. However, the patrol boats did not make any arrests.

The man who was murdered and whose body was discovered in the middle of the night in Repentigny on Montreal's North Shore had some criminal history, particularly with regard to narcotics.

According to a police source, the victim is Francis Turgeon, 33 years old. In 2014, he was arrested in the company of other individuals after an investigation called Macaque by which the Sûreté du Québec dismantled a methamphetamine production and distribution network likely to be linked to bikers.

The peaceful retirement of the "king of cocaine"
Released in 2018, the boss Desfossés remains calm

Éric Thibault
ÉRIC THIBAULT

UPDATE Friday, May 10, 2019 01:00
Raymond Desfossés seems to have been much more relaxed since he was convicted of commissioning murders to hitman Gerald Gallant.

The formidable 68-year-old gangster, dubbed "The King of Cocaine" by the Quebec police, received praise from the Parole Board of Canada (PBC) and the federal correctional service for his good behavior, earlier this week.

As a result, the PBC decided to relax or remove certain conditions it had imposed on the former West Gang leader when it allowed him to return home in January 2018.

At that time, the former coach had served most of the 18-and-a-half-year sentence for conspiracy to commit murder as well as the importation of cocaine.

Progress and respect

In its decision rendered Tuesday and which the Journal received a copy, the authorities underline the "progress", "the correct attitude", the "stability" and the "respect for the rules" that the boss of Trois-Rivières has demonstrated since he left the penitentiary.

As a reward, Desfossés was allowed to go shopping at the Société des alcools du Québec (SAQ) for the first time since his statutory release.

He will also be able to move within a radius of 50 km from his home and will have one more hour to go out at night, since the curfew he must respect will now begin at 11:00 pm.

The sexagenarian is still forbidden to go to criminal gangs and go out to bars.

His sentence will expire in 2023.

Retreat from the middle

Before his release, Desfossés said he wanted to leave the underworld to live quiet days with his family.

He was reported to the Sûreté du Québec in 2006 by the man who called him "the boss", Gérald Gallant.

Became an informer, he swore that between 1980 and 2001, Desfossés had ordered six of the 28 murders he confessed to the police.

The informer also said that Desfossés offered him $ 250,000 to try to eliminate former Hells Angels leader Maurice "Mom" Boucher during the biker war.

Desfossés was then teaming with the Rock Machine at the end of the 90s.

Considered to be one of Quebec's drug traffickers with the most contacts in organized crime abroad, Desfossés was also convicted of plotting to import 750 kilograms of cocaine.

"It's usually sold between $ 5 and $ 10 a pill. It resells well. It is a pill that is often eaten before a party. They [the consumers] mix that with alcohol. It has a euphoric effect. Yes, it's a drug that's pretty popular, "notes Sergeant Mongrain.

It should be remembered that this strike targeted a drug distribution and resale cell in the Trois-Rivières area, possibly linked to the Hells Angels. The police carried out five searches on De Coubertin, De Bougainville, De Sienne, Lacerte and Gingras streets.

Almost all of the methamphetamine was in one residence, 35,500 tablets. In addition to methamphetamine, 130 grams of cocaine, 1.7 kilograms of cannabis, and a small amount of hashish and psilocybin were seized.

The police also discovered more than $ 4,000 in Canadian cash as well as two handguns. In addition, ten vehicles were seized as offending, including a BMW, a Mercedes and an Audi.

The eight suspects targeted by this survey project called Paginer were all arrested at the scene of the searches. They appeared Tuesday afternoon at the courthouse of Trois-Rivières, under various charges related to the possession and distribution of narcotics.

They are Jason Bolduc Leboeuf, 36, presumed head, Philippe Plante Moreau, 27, Jess Larouche, 27, Andrée-Anne Dauphinais, 25, Mickael Villeneuve, 33, Guillaume Sirois, 25, Sébastien Girard, 28, and Joanie Frechette, 24, who appeared Wednesday, still under drug charges.

The alleged head of state, 36-year-old Jason Bolduc Leboeuf of Trois-Rivières, faces eight charges related to trafficking and possession for the purpose of trafficking in methamphetamine, ectasy, cocaine and cannabis. He is also charged with several offenses relating to the possession and storage of restricted weapons.

Even if this network is dismantled, others will not fail to take over. "It's a distribution cell. What circulates in Trois-Rivières is not only a cell. Yes, we surely hit hard with this one. Are there others who are still working? The answer is yes. Investigative projects are rolling all year round, "says Sergeant Mongrain.

Police Strikes Counterfeit Xanax Production Network Linked to Bikers

An operation to dismantle a synthetic drug network is underway in Laval and Montreal, and in ten municipalities in the North Shore. Investigators in the Antigang section of the Laval Police Service are in charge of the search operations. At least 200,000 synthetic drug tablets, maybe more.

According to Laval police spokeswoman Geneviève Major, the police are dismantling Xanax's biker production, distribution and export network. The product was exported to the United States, Europe and Australia, but was also distributed locally in Quebec.

The investigation, entitled Franking, began in February 2018, after the Canada Border Services Agency asked police to intercept 200 packages of counterfeit Xanax tablets at Laval postal outlets. Xanax (alprazolam) is a powerful medicine to relieve excessive anxiety, panic disorders.

At this time, approximately 235 police officers accompanied by dog handlers and detection instruments are conducting searches in at least 13 locations, including Laval, Montreal, Terrebonne, Saint-Lin, Sainte-Thérèse, Saint-Eustache, and Gatineau. and the surroundings. At least one clandestine synthetic drug production laboratory was raided by the police.

Fourteen individuals are included in the survey. Some were arrested. Charges will be laid during the day.

To carry out the dismantling of the network, the Laval investigators obtained reinforcements from the Sûreté du Québec and the police officers from the municipalities where the searches are taking place. The Laval police must produce a preliminary report of the strike at the end of the day.

According to our information, the network extends to the Outaouais. At the same time, the Outaouais Regional Mixed Squadron (ERM) is also conducting an operation against a drug smuggling ring on its territory this morning. Some subjects in the two investigations, the Laval police and the ERM, overlap, but there is no connection between the two operations.

Laval: Hells Salvatore Cazzetta intercepted for unpaid plates

LAVAL - One of the most influential Hells of the province, Salvatore Cazzetta, was intercepted Friday morning in Laval at the controls of his gleaming black three-wheeled motorcycle, because he had not paid his license plates .

The man nicknamed "The Beard" was at the same time awarded a fine of $ 486, or $ 300 plus costs, under section 31.1 of the Highway Safety Code.

In addition, his new bike was towed on the spot. The cost of storing his car is $ 183.96.

The interception of Cazzetta was carried out by a patrol officer of the Sûreté du Québec (SQ) along Highway 440, near the exit leading to Boulevard Pie-IX.

The SQ, however, did not want to confirm the identity of the motorcyclist, contenting himself with saying "that an individual had been intercepted for unpaid plates".

The motorcyclist in question was indeed the former alleged head of the Hells Angels, Salvatore Cazzetta, according to our sources.

Remember that the 64-year-old biker is currently in litigation with Revenu Québec, who is claiming $ 393,000 in taxes on his illicit income that he failed to declare between 1989 and 1996.

At that time, Salvatore Cazzetta was still a member in good standing of Rock Machine, the former rival gang of the Hells Angels.

Cazzetta then became an official member of the Hells upon his release from prison in 2005. He allegedly was the alleged leader between 2011 and 2015.

"Mom" Butcher guilty of aggravated assault on fellow inmate

Former Hells Angels chief Maurice "Mom" Boucher has pleaded guilty to aggravating a fellow inmate on Tuesday at the St. Jerome Courthouse.

The infamous prisoner admitted his participation in an assault armed with a woodpecker in the company of an accomplice, René Girard, at the expense of Ghislain-André Gaudet, two other murderers held in the same place as him.

The stabbing attack occurred on November 3, 2016 at the Special Handling Unit (SDU) in Sainte-Anne-des-Plaines, Canada's only "super-maximum" security penitentiary.

Symbolic penalty

Boucher has been locked up in the USD since his conviction in the spring of 2002 for ordering the murders of two prison guards.

The ex-biker, who turns 66 in ten days, was initially charged with attempted murder, but the charge was later withdrawn.

He and Girard, 55, each received a two-year prison sentence from Judge Kathlyn Gauthier, as they are already serving life sentences for premeditated murder.

Gaudet, incarcerated for life for having killed a guardian of the former Saint-Vincent-de-Paul penitentiary in Laval during an escape in 1978, had survived several knocks of woodpecker.

Always at risk

Boucher, whom the contract killer Gerald Gallant had the contract to eliminate for $ 250,000 in the year 2000, is still considered a prisoner dangerous and at risk for public safety.

The former leader of the Hells represents a risk of escape each time he must be transported between the penitentiary and a courthouse, testified the officer Bruno Soucy of the Sûreté du Québec before Judge Michel Bellehumeur in October 2016 in that case.

The same police officer added that it is still possible for Boucher to be the target of an attempted murder when he is not incarcerated, prompting the SQ to escort correctional officers during each of the ex in a cellular van.

Murder plot

In June 2018, "Mom" received another symbolic penalty of ten years of jail for plotting to assassinate mafia boss Raynald Desjardins in 2015.

The latter had just been convicted for his role in the murder of the aspiring sponsor Salvatore Montagna.

"You will tell him that ... In my opinion, he (Desjardins) will come here. If he comes, we will be able to kill him, "Boucher told his daughter Alexandra Mongeau who visited him at the USD, while asking him to send the message to the ex-Rocker and leader of the street gangs in Montreal. , Gregory Woolley.

Boucher, who was then filmed and whose words were recorded by microphones and surveillance cameras in the parlor of the penitentiary, was the only convict for this aborted plot since his daughter and Woolley were released from the same charges.

"It was going too far"

The former Hells number one is incarcerated in perpetuity for commissioning the murders of correctional officers Diane Lavigne and Pierre Rondeau in 1997 in Montreal.

Boucher wanted to destabilize the judicial system as the Hells engaged in a bloody war with rivals to gain control of the drug market and increased pressure from the police.

Once considered the most feared criminal biker in the country, he also said that after the prison guards, the Hells would attack police, crown attorneys and judges.

"All Hells Angels knew that Maurice Boucher was behind these attacks. Many thought it was going too far, "the former Hells Angel from Sherbrooke, who had become an informer, told the police officers, Sylvain Boulanger.

Boucher also believed that by ordering such murders to his schoolboys the Rockers, they would never dare to confess to the police by agreeing to become accusers and denouncing their accomplices in court.

But that's what did Stéphane "Godasse" Gagné, the former trafficker who incriminated Boucher even if he considered the latter as his "second father" for taking him under his wing during the biker war .

Gagné admitted to shooting Diane Lavigne after she completed her shift at the Bordeaux prison on June 26, 1997, in addition to having participated in the attack on the van that cost Rondeau the life guard. of the Rivière-des-Prairies prison, on September 8 of the same year.

More than 20 years after his conviction, the witness retributed Gagné obtained his first leave permissions under penitentiary escort last fall.

An Hells Angel Arrested for Threats and Intimidation

A Hells Angels member, Serge Lebrasseur, was arrested on Saturday for threatening and intimidating a security guard, La Presse learned .

According to our information, the alleged acts occurred late Friday afternoon, in the streets near the ferry Sorel-Tracy.

The victim would be a security guard whose mandate was to prevent a traffic jam and to redirect vehicles arriving on Phipps Street to other streets.

At approximately 4:45 pm, a black SUV with two individuals aboard approached and the driver refused to obey the security guard's instructions. The individual, wearing a Hells Angels jacket, would have rather roared his engine and would have left the vehicle to verbally attack the security guard.

He would then have boarded the SUV and proceeded to the ferry booth to address an employee. However, she refused to serve him.

While driving the other way around, the driver allegedly filmed the security guard or took pictures of him before verbally threatening him and leaving the scene.

After investigation, the driver was identified as Serge Lebrasseur. Police confirmed that events occurred near the ferry late Friday afternoon, but refused to identify the suspect.

"Police officers of the Sûreté du Québec arrested a 55-year-old man following an event that occurred around 4 pm near the Sorel-Tracy ferry. The man was met by the investigators and released under conditions, with a promise to appear. He could be accused of intimidation and threats, " Sergeant Stéphane Tremblay of the SQ told La Presse .

Lebrasseur was arrested at home and offered no resistance. According to our information, the police seized his Hells Angels jacket and his cell phone.

Heavy criminal record

Serge Lebrasseur is a former member of the Rowdy Crew, a former club school of the Hells Angels during the 90s. He became a member in good standing of the Hells Angels of Montreal in December 1998, then was transferred to the section of Trois-Rivières in 2004 .

He has several criminal records, including possession of weapons and possession of property obtained by crime. In the aftermath of Operation SharQc, he pleaded guilty to a reduced chief of conspiracy for murder and was sentenced to 11 years and 10 months in March 2015. But by subtracting the period spent in pretrial detention, he had only a day of detention to be served.

According to the special witness Sylvain Boulanger, Lebrasseur was shot by a bar owner in the Sorel region in 1994. He would have retained some sequels.
