Operation SharQc, in 2009, described as the largest police raid in Canada against criminal gangs, and the demolition of the Trois-Rivières bunker on Boulevard Saint-Jean in 2015 , forced in particular the Rivers to review its structure.

The importance of supporter clubs
Since Operation SharQc, the faces of criminal bikers have changed. In 10 years, members in good standing have set up a structure, like that used by the Italian mafia, to move away from crime and protect themselves from police forces.

According to the former Sûreté du Québec agent and organized crime specialist Sylvain Tremblay, it is the supporter clubs that are now responsible for doing the criminal work in the field.

In the region, two clubs occupy mainly the territory in the pay of the Hells Angels chapter of Trois-Rivières: Brotherhood and Deimos Crew, a more structured group.

These two groups are the most important, they control the [drug] traffic and pay a quote [-part] to the big brothers members of the Hells Angels , explains Mr. Tremblay. These two groups, in addition to the Ghosts Devils, were also responsible for the safety of the members in good standing of the Hells during the last gathering at Notre-Dame-du-Mont-Carmel on the occasion of the "First Run", in May 2018.

Other groups gravitate to the criminal world, but their importance is less, according to the specialist.

A structure that complicates police work
Hells Angels supporter clubs are true firewalls that allow members in good standing to be virtually invisible in the sense of the law.

Members in good standing no longer directly affect criminal activities in the field, they no longer appear in meeting places as bunkers era and the arrival of new means of communication offered by the Internet facilitates trade in distance, thanks to encrypted messages that easily pass under the radar.

Police adjusts the shot
If the bikers have tweaked their structure over the last decade, the police have changed their method as well.

They learned of the trial arising from Operation SharQc. Of the more than 150 persons charged, 37 were laundered due to procedural flaws or delays deemed unreasonable and 35 sentenced persons were granted a reduced sentence for the same reasons.

Since 2017, the Sûreté du Québec has divided its investigations into three areas to avoid big lawsuits. Each investigation project is independent on the judicial level.

The bikers had set their 36 to celebrate the wedding of Martin Robert, an influential member of the Montreal chapter, and Annie Arbic, the daughter of the "Queen of Kanesatake", in one of the most upscale reception rooms of the metropolis.

SQ police hit the new local biker club in Saint-Cuthbert

The new headquarters of the Hells Angels chapter of Trois-Rivières was the target of a search by the Sûreté du Québec last night as part of an investigation targeting members in good standing of the motorcycle club.

Approximately 60 police officers from the National Organized Crime Squad (ENRCO) as well as the Tactical Intervention Group (TIG) and a dog handler have invested a property of Rang Saint-André Sud-Ouest, in a remote area. Saint-Cuthbert, in Lanaudière, where there is a residence and what looks like farm buildings.

Beauchamps was found unconscious not far from his car, a rented black Jeep Cherokee. After being transported in critical condition to the hospital, he died in the evening. He is the only one injured in this case.
A pistol, equipped with a silencer, was abandoned on the scene, typical of settlements in the middle.
Witnesses encountered
A large security perimeter was deployed by the police, which complicated the movement in the area. Major crime investigators from the Montreal Police Service (SPVM) were dispatched to inspect the scene with a fine-tooth comb.
"The dog handler was sent to the scene to gather as much information as possible. The police met the witnesses because several people were passing at that time, "said Benoit Boisselle, spokesman for the SPVM.
The surveillance camera images of the service station will also be analyzed.
Beauchamps is an individual with a significant criminal record. He has numerous criminal records, such as the importation of drugs, aggravated assault and possession of a weapon.
In 2004, he was sentenced to seven years and nine months imprisonment for drug trafficking and gangsterism. He was arrested on 28 March 2001 as part of Operation Spring 2001.
He is also known for a famous phrase uttered during a conversation with another Rockers member who was recorded by the police during the Spring 2001 project: "I look at the world who get up at 7 am, who are still caught in the traffic for 10 piastres per hour, and come back in the evening ... They are the ones crazy ... "

Slain biker’s life had a rough start, violent ending in St-Léonard

Sébastien Beauchamp was using hard drugs by the age of 11 and dealing soon after. He joined the Rockers, where his reckless attitude benefited the Hells Angels.

When he was in Grade 7, Sébastien Beauchamp decided he no longer wanted to play by society’s rules and he walked out of a classroom while his teacher was in the middle of a lesson.

As a young teenager, Beauchamp, the 44-year-old man who was fatally shot Thursday in St-Léonard, had grown tired of the nomadic lifestyle his family was leading. As he told the Parole Board of Canada many years later, he had been transferred to six or seven schools in one year.

He described his mother as having had “a hippy philosophy” and said she left his biological father when he was a baby.

“You say that you were able to do what you want and you had no limits. At the age of 11 you began (using hard drugs),” the parole board wrote in a summary of a decision it made more than two decades ago.

At 19, Beauchamp was already serving his first federal sentence — 31 months for having either imported or exported drugs and for having severely beaten a man who had hassled a friend of his.

The summary says Beauchamp took the man’s wallet and keys and went to rob his apartment. He was arrested while he was still inside.

Beauchamp told the parole board in 1993 how, at the age of 13, he nearly emptied his mother’s home to sell items so he could buy drugs — acid and cocaine. His mother turned him in to police, and he spent 18 months in a centre for troubled youths.

By 15, Beauchamp told the parole board, he was dealing drugs to survive.

He also dealt drugs while in prison.

In October 1994, just four days after his statutory release, he was recorded boasting to inmates that he was frequenting bars and using drugs despite the strict conditions imposed on his release.

He then spent more time in prison for having violated his conditions.

In 1995, when his sentence expired, his troubled youth and lack of respect for the rules made him an ideal candidate for the Rockers. The underling gang was created by then-Hells Angels leader Maurice (Mom) Boucher to help him in the bloody biker war over drug turf in Quebec.

Beauchamp came to be known as “Bass” while he was in the Rockers. Besides a reckless attitude, he also offered the Hells Angels expertise in trafficking in the drug PCP.

In 1999, he was convicted of possessing a firearm while doing “guard duty” at a hospital where the wife of a Hells Angel was being treated after an attempt on her life.

While serving that sentence, he was recorded telling a fellow Rockers member who was on the outside: “I look at the people who get up at 7 in the morning and get stuck in traffic for $10 per hour and then go home again at night. They are the ones who are crazy. It is us who are a little bit more normal.”

Like almost everyone else who was part of Boucher’s violent and vast drug trafficking network, Beauchamp was arrested in Operation Springtime 2001.

Jurors at the Gouin courthouse in 2004 heard that Beauchamp joined the Rockers in 1997 and became a full-patch member in 2000 — evidence that put him at the heart of Quebec’s biker gang war, which stretched from 1994 to 2002, during the most violent years.

Beauchamp was convicted in 2004 of drug trafficking for the benefit of a gang. The same jury acquitted him of the more serious charge that he was part of a general conspiracy to murder those whose opposed the Hells Angels.

When he was acquitted, he looked over at his defence lawyer, smiled and winked at her.

According to an affidavit in Project Magot — a more recent investigation into links among the Hells Angels, the Montreal Mafia and street gangs — Beauchamp maintained his ties to former members of the Rockers long after he finished serving the seven-year sentence he received in Operation Springtime 2001.

Beauchamp was not charged in Project Magot, but the affidavit shows police conducting surveillance on gang leader Gregory Woolley, a former member of the Rockers, often spotted Beauchamp with him.

The investigation continued, and a year later, the entire network was dismantled.
Two members in good standing of the Hells Angels were also among the accused.
No charges were filed against Beauchamps in this case, which certainly did not stifle suspicions that he had spoken to the authorities.
There is nothing in the investigation reports to indicate that the 44-year-old man has ever been able to serve as a police informant.
We also learn in court documents from this drug investigation that Beauchamps was met during a homicide investigation by the Sûreté du Québec on November 4, 2014.
The police questioned him about the murder of Yvon Lafond, a L'Assomption merchant linked to the Hells and shot dead in front of his residence by four members of a street gang in Montreal on June 28, 2013.

Shortly before his death, Lafond had a fight in a restaurant with a leader of the targeted network.
Beauchamps, who was driving at the wheel of a luxury Mercedes SUV, simply replied "do not know Mr. Lafond".
Nicknamed Bass, Beauchamps was also observed a few times by police officers in Montreal along with several big names of street gangs and the Italian mafia, in 2012.

A member in good standing of the Montreal chapter since his release from prison in the wake of Operation SharQc in 2009, Lefebvre quickly rose to rank after serving his sentence for conspiracy to murder.
He would be the godfather of the Minotaurs, a gang club school in western Montreal, founded in 2017 and known as very violent.
The group was also hit hard by the Montreal police a month ago, in connection with a heroin trafficking network.
The police were interested in the wave of overdose related to fentanyl, a powerful opioid.
Lefebvre was also one of the groomsmen, with Salvatore Cazzetta and Marcel Messier, of Martin Robert at his wedding on December 1st. The groom is considered by the police as another Hells heavyweight.
This relationship with the upper echelons has led several sources in the police community to say that the murder of Sébastien Beauchamps "would have been authorized in high places".
