No one has a concrete answer as to how Luisi became made in philly. Who did he know and how did he know them? This a great question, I wish they expanded on this during the show but Luisi probably didn't want to get too specific with names. We could probably guess, its not like Philly has hundreds of guys.... He did mention Ralph Natale specifically, seems like he could have known him frim the can or somebody else, made an introduction

Per Gangster Report, in addition to paying $100k to Merlino to get in, the Boston crew is also suspected of carrying out the hit on Gino Marconi.
