Are there any LCN higher-ups (bosses, underbosses and consiglieres) who got a pass but were demoted to soldier, stripped of their button or got shelved permanently?

Joe Bonanno, Gaspar Digregorio., Frank Costello (retired), Joseph Magliocco, Vic Orena, Al D'Arco (demoted before flipped), Joseph Biondo, James Failla, Nicholas Marangello, Sal Vitale, Antonio Pollina (Philly), Ronald Turchi.

Apparently there is no such thing as stripping a made man from his button. According to Michael DiLeonardo even cooperating witnesses like himself and Gravano, remain a made man until they die. The Family can't make any new soldier until the stool pigeon dies..

In the Philly mob, underboss Chuckie Merlino got demoted to soldier by Scarfo for his alcoholism and Phil Testa's underboss Peter Casella got shelved and casted out to Florida by Chin Gigante for blowing up Testa..

Very famous examples are the retirements of Joe Bonanno and Frank Castello, but I don't think they were officially shelved or demoted. They were however told explicitly to retire from the rackets or face certain death..

What about Fat Tony Salerno? Didn't the Chin demote him to soldier in 1981 after Funzi died? And what was his rank after the front boss scam was exposed in 1987?

Good question. I read this in Five Families and meant to bring it up, but I put it on the backburner. You could say that I shelved it.

What about Louis Manna? Why was he demoted from consigliere in 1991?

He got caught talking on a wiretap about whacking a rival mobster from another family roughly during that time period. In fact he might even have been in jail already by 1991.

He was temporarilly demoted to soldier after his stroke. He was effectively acting boss once he recovered from his stroke and up to the time of his indictment in the Commission case. From that point, technically speaking, he wasn't in a position to be acting boss and I imagine he was a soldier following his conviction and everybody knew he'd never get out.

I guess there was a dispute between Gotti and Manna over the control of Atlantic City and other rackets controlled by the Philly mob in the surrounding area, and that's how he got caught talking on a wiretap about whacking him and his brother Gene.

Don't think there was such dispute, might've been an excuse used later on though. Chin wanted him dead for the Castellano murder and put that plan back into motion after Gotti was released from prison after winning the Giacalone case, and Manna was heard on wiretap talking about it. Manna was demoted, Chin then saved face after Gotti was alerted by the FBI, and during a Commission meeting in relation to a beef with Anthony Casso & Anthony Ruggiero, Chin lied and said Manna was acting on his own.
