Was curious about the plot to take him out.
I have read that it was put to a vote in the commission BUT had the support of I think, 3 of the 5 families. (Gotti, Persico, Casso aka Amuso)

Now I believe that the only 2 other votes that counted were Philly and Chicago, right?

Little Nicky definitely would go for the kill (with Gotti) and I don't know who ruled Chicago then BUT, that is already 4 yeas vs 3 nays. Isn't it?

Or, did Nicky already side with Bobby Manna and The Chin, which would reverse the outcome?

What am I missing? Is it not a majority rules system? Must it be unanimous?

they didn't take out Guliani for the same reason Luciano wouldn't take out Dewey, because it would result in a law enforcement shitstorm that they've never seen before.

If something is brought to the commission, majority rules? Right? No one member can be penalized if the majority sides with him. This would make sense.

Or the only thing I can think of is that even though there was no Boss of Bosses, The Chin was that person who yielded the most power, and didnt have his approval.

I never really believed that anyone would put out a hit on Guliana, can you imagine the amount of heat and public outcry that would bring? I can imagine Persico or Gotti bringing up the idea in a meeting to try look big or try save face, but even then I doubt their idea carries much weight as they know everyone else would vote against it. The thought of there ever being a headline saying 'Giuliani whacked' is pretty proposterous and pretty much proves my point. Although I can believe Toto Riena being involved, the story about Giuliani having a contract on his head is just media hype.

It was Riina from Sicily that brought it to the New York families via the Gambino family. The American crime family shot it down cause they knew that if Giuliani was hit, the crime families would have had more heat and pressure put on them then they had ever experienced, not to mention the public outcry for such a thing.

there is no story, if the Commission had considered to kill Giuliani, for sure Chin Gigante who was the most powerful would have voted no, Casso and Amuso that were his allies would have voted no, the Bonannos had been kicked away because the Pistone case, only Persico and Gotti could vote yes, but only because they were fucking mad. New York isn't Palermo, and the State's response would have destroyed the five families.

why is giualani considered dirty? bec. he covered dirty agents like deVeccio? I mean, he swept the streets.. crime rate in NYC is on the lowest point ever

He gets too much credit for that. During the big drop in crime in nyc, crime was dropping in cities all over America. A lot of it had to do with a drop in crack use, years of incarceration adding up over time for violent gangs, and let's not forget with thousands of murders per year in nyc alone, they thinned themselves out by themselves. Not to say he did nothing, but he didn't just come up and clear the streets like superman. There were many factors involved. Plus he made city laws that just pushed the homeless and poor people out of the cities to nearby areas. That's why upstate cities and NJ had some crime spikes after Rudy pushed out the trash. May have helped NYC to an extent, but it was at the expense of our neighbors
