PP, Yes, it's possible Cicero would have made a guy in the last 10 years that would have been made by Elmeood park had they been active.
However, that means the guy would have to become close to Cicero somehow and would have had to work under someone in Cicero or 26th st for several years before getting made and put in a position to run a Franchise.

Chicago traditionally only makes guys who have worked as soldier/associates for many years. They never made people just for the sake of making guys.

They had to prove themselves over several years and then they could get made for a reason, like taking over a Franchise from the made guy they worked under because he got sick, died or went to prison. Also, He could move up and get made for expansion purposes by starting a new Franchise by himself or in partnership with another made guy.
