Create a new family?

Michael Rizzitello in 1986 asked NY the permission to create his own family but NY said nope.
Now that the times are changed,a powerful associate with a large numbers of men can in theory ask the permission to create a new family?Or its not convenient to do this in the United States?

Creating yourself your own family just puts a larger target on yourself and also makes things easier for a Rico charge in my opinion.
Keep doing your thing, running Scores, loan sharking, making money, etc, but don’t become an official family.
Just my opinion. What’s everyone else think?

On the opposite end, Newark was disbanded. San Diego was disbanded.

I don't see any percentage in formally establishing a Family.
For example.in my neck of the woods (Western PA ), there is virtually no Mob presence left.
If a couple guys can put together a strong crew,take care of the Cops and Politicians,and not leave bodies in the street,there's always money to be made.
Why subject yourself to all of the aggravation that Millspgh mentioned ?
Keep a low profile,do your business,and live long enough to bounce your Grandchildren on your knee.

If a person created their own family they would only be recognized by themselves. They would be just another gang. If they got arrested LE could turn it to their advantage by saying they busted a new family that the mob created.
