Just after the 10 minute mark, Sammy recounts that orange incident they had that he mentioned
In his book over 20 years ago. But goes into further detail

ie Gotti tells him ‘oh so you’re a tough guy now’

Sammy claims he stood up to Gotti somewhat and that Gotti told him they’d settle this on the streets. Then went back to his cell

What I have observed is that Frankie lo was very submissive to Gotti in all their taped calls and on camera, you can just see it and hear it. Especially when Sammy says Frankie was like a puppy but he doesn’t mean it in a bad way-

Frankie Lo did what any gangster would do. He sat there and acted like he was taking the abuse and then as soon as he could, he would kill Gotti.

Would be hard to pull off though-

Them saying they’d kill John and just say he didn’t show up- wouldn’t go down too well.

No.1 the feds would likely have failed Gotti around.

Secondly Gotti would certainly arrive with Bobby Boriello if he were alive, Jackie Nose and Jojo. Sammy and Frankie Lo would have to whack them too

This was no ‘3 captains situation’ that warranted whacking 3-4 guys.

Sammy could reach out to Gaspipe in the Lucchese before he made a move, same goes with him reaching out to the Colombo family, Genovese administration did not like Gravano but they hated Gotti more and Gaspipe could reachout to them. Bonannos, he knew a few, but Joe Massino was allied to Gotti, so he would need someone who had better relations with that family. Philadelphia would have backed Gravanos play, Scarfo would go for it as long as the Bosses approved, Gravano would have to get John Gambino and his crew on board, due to influence from Gottis faction, remember this was before Gotti really pissed off members in Queens, so those members would not have sided with Gravano and Frank. Frank would have been able to get the Bronx on their side. The big one is for them is to reach out to Jimmy Brown and Danny Marino, John Giordano was not happy with John Gotti order to Joe Piney, but Gotti was not interfering a whole lot with that crew so that is a wildcard crew. Gotti promoted a lot of new capos which created an unspoken loyalty, so they would have approach soldiers that were dissatisfied with their current capos who had some clout in the family. So they would have to make sure the Gambino Family administration would be strong, cause the Genovese and maybe the Lucchese would look for an opening to place a puppet there for them. Gotti already had put in motion a plan to weaken the Colombo family and it was working.

Frankie Loc is a man's man. He wasn't intimidated by Gotti or submissive to him in any way. He was a loyal soldier, but also a genuine tough guy. I don't doubt the story.
