Remember the 80s movie "Weird Science" where Anthony Michael Hall and his friend create the perfect woman Kelly LeBrock.
Let's say you could create the perfect mafia boss
The traits would be

Intelligence
Forsight
Ability to earn respect
Influence
Street smarts
Business acumen
Ability to see strength/weakness in others

So take the criterias listed and fill what past current boss
Best fits those.

Fat Tony’s brain for numbers. Chin for his ability to stay under the radar. Ray Patriarca’s networking/respect on the street. Carlo Gambino’s shrewdness and Anastasia’s capableness. That in my opinion would be the perfect boss! Would love to hear some thoughts

Call me crazy, but I feel like Vito Rizzuto had pretty much all those attributes.

Philip Lombardo. LE knew Gigante, Gambino, Rizzuto, Accardo and all the other big name bosses, but they didn't find out about Philip being boss until after his death.

Technically speaking, Vito was only a soldier, not a Capo. But that's only according to American LE and some of the US families. In Canada and Italy he was seen as a boss, and he acted like it too by not taking any orders from NY. Also to think with all the chaos that has been going on in Canada since he was gone is a huge testimony of his abilities and power as a boss.

I'm with you on Gigante though, I mean walking around with a bathrobe to fool LE is very clever, but it's not boss like.
