Every family (Rizzuto,Musitano,The Siderno Group ecc) would had a seat and maybe if not a chairman an outside as primus Inter partes. And in Canada would be more easy for the bosses to meet without risk to be arrested.

The Ndrangheta in Ontario do have a commission of their own but if I understand right your speaking more about a National commission represented by each mafia families. Quebec has what they refer to as the round table. The round table is represented by leaders of the mafia families, Hells Angels, Irish and street gangs.
