from soldier to administration?

Have there ever been any soldiers that have been promoted from a soldier straight to an administration posistion (boss, ub, or cons.) ?

What did Ligambi come out as in 97? I don't ever recall him being anything but a soldier until one day he was noted as Acting Boss after Merlino and co were convicted in 2001. I could be off though.

Definitly Ralph Natale because was made by merlino during the merlino-stanfa war but was more a front boss that a real boss maybe merlino because was made by stanfa in the early 1990s and becomed boss after Stanfa get life.
