China to begin nationwide crackdown on organised crime

Authorities in China are to begin a nationwide crackdown on organised crime and officials who shelter criminal organisations, reports Chinese news media China News.

According to a document jointly released by the Communist Party and State Council on Wednesday, the sweep will focus on political fields and industries that are prone to gang involvement.

At another meeting on Wednesday, Guo Shengkun, member of the Political Bureau of the CPC Central Committee and head of the Commission for Political and Legal Affairs of the committee, listed prostitution, gambling, drug trafficking, pyramid selling and human trafficking as the priorities.

The scale of the crackdown is unprecedented, with around 30 related authorities having been asked to join. While previous anti-crime campaigns have focused on public security, this targeting of organised crime will involve the fighting of corruption. It will also deal with protective ‘umbrellas’ surrounding gang crime that are offered to criminals by corrupt officials.

Disciplinary agencies, political and legal bureaus have been tasked with finding and tackling the corruption behind gang crime, and CPC members who are involved will be punished, according to the document.

Moreover, as organised crime is deeply interwoven with corruption, cases that are related to poverty reduction will be given the highest attention.

Law enforcement agencies have also been warned to attentively follow investigation and prosecution protocols and procedures, particularly with regards to the questioning of suspects.

1,400 organized criminal gang members arrested

More than 1,400 suspects have been arrested in a crackdown on organized crime, police in northwestern Shaanxi province said today, Xinhua reports.

Shaanxi Public Security Department launched a campaign against gang crime in November 2017.

By Monday, police in the province have busted 202 gangs involved in 532 cases, seizing more than 9.21 million yuan.

In Jiangxi province, police said they had busted 173 gangs, arresting 1,111 suspects.

The gangs in Shaanxi province are indeed considered triads.They often operate like the triads in the Hong Kong thriller, Infernal Affairs. Also the base for The Departed.

the triads members in China are milions and 1400 look like targeting the small fishes but is a beggining.

I dont really think so. Traids is a type of gang based on the culture of Southern China, especially Hongkong and Taiwan. Traids groups always have some relationships with local Tangs, which most gangs in Mainland China do not have. Also, a typical Traids gang like 14K has an unique structure with all kinds of titles and positions in the organization, kind like Italian mafia, apart from Traids is much looser.
Gangs in Nothern China are usually much smaller and seperated from each other, they are not like Hongkong traids. But I guess maybe some gangs in Southern China, especially those operate in Province Guangdong and Fujian can be considered traids.

Simon my bad I confused Shaanxi with neighboring Shanxi province, in the latter there is a growing triad presence. It could be that those 1,400 suspects in Shaanxi are tied to triads but maybe not.

no, according to chinese police they are about 80.000 in hong kong that is their stronghold... if you add taiwan, guandong and a few other placese, they are probably no more than 150.000, included the associates

Criminal organizations originating from mainland China are called "black societies", they have become more powerful the last decades because of the rapid modernization, socio-economic change and globalization. Besides them you also have Triad-like groups.

Hollander, are you sure they are connected to triads? I grew up in Shaanxi and Shanxi is near it, never heard any triads presence in these two provinces. Actually I think triads are not able to expand to Nothern Chnia because gangs here have some whole different culture and even people in Nothern China do not share the same culture with Southerners,criminals caught in the raids are more likely to be local gang members. Triads has its stronghold in Hongkong, Taiwan and a few Southern provinces and thats it.

SHANGHAI, Feb. 16 (Xinhua) -- Police in Shanghai arrested 1,017 suspects involved in mafia-style activities last year as the city stepped up its crackdown on gang crimes.

In 2018, local police busted more than 260 criminal cases associated with mafia-style gangs and sealed over 450 million yuan (66.4 million U.S. dollars) worth of related assets.

The city saw a year-on-year drop of 25.2 percent in the number of reported gang crimes.

Local authorities said Shanghai would investigate individuals who provide "protective umbrellas" and continue crackdowns on gang groups involved in pornography, gambling and drug trafficking.

The crackdown also targets those from travel agencies and property management, logistics, intermediary and financial companies.

The city will further fight against gang crimes in emerging industries, including illegal lending and cyber crimes, and move to crack down and prevent mafia-style crimes in the fields of transportation, engineering construction and social media.

I stayed in China for some time, including Shanghai and Beijing, and I actually witnessed very little if any gang or OC activity over there. Hong Kong and Guangdong is different in that regard as it's still remarkably easy to spot gang members there, despite the fact that the Triads are reportedly not operating as openly as they used to.

Triad activity indeed seems to be very much of a Southern Chinese thing. In Hong Kong it's mostly something that came out of the Cantonese and Teochew communities. In Taiwan on the other hand the biggest gang, Bamboo Union, it's members have mostly origins in Sichuan, Hunan or Jiangxi while the other Taiwanese gangs have mostly roots in Fujian. All southern provinces.

It probably also has to do with opium production in the South and the Golden Triangle region.
