Joseph Arcuri - Why no promotion to UB or Consig?

He got in with the Gambino Family sometime in the 1940's and got made sometime in the 1950's. I'm not sure when he got promoted to capo but he was a major earner for the Family and never did any prison time.

He become a capo under Carlo Gambino and held that rank until his retirement (I assume he retired?)

Why didn't he become a Underboss or a Consigliere?

I guess this was by his own design..

According to Sammy Gravano, Arcuri was a very smart man who liked to make his money with as less attention as possible. I think he didn't have the ambition to be on the administration because it would increase scrutiny from LE. Don't forget that being a capo, especially in those days, is very lucrative by itself. Aside from more power, an administration post doesn't necessarily bring more money. A guy like Mikey Scars never had the ambition to be any higher than capo for these exact reasons..
