Was there an official rule book written in 1931?

I wonder if anything was ever put into writing?

I am only asking because, I know that capos can gather support to force a boss out of control BUT, I wonder if there ever was a written rule that said, It the majority of Capos feel as though a new boss is needed, he MUST step down?

Also wonder if soldiers were ever granted referendum power to remove a capo?

I know all beefs are supposed to be settled with a Sit Down BUT, a Sit Down within 1 family allows too much room to be biased and unfair.....They wonder why no one honors the oath?

So does anyone know if there is ANYTHING that resembles a written set of laws?
