I don't think that's completely true. The feds put away 3 outfit bosses in the late 60's. Another problem is RICO and the witness protection program did not exist until 1970.

I think the idea that the mob had some sort of photo or proof of Hoover is exaggerated. If you don't use that proof to get a guy like Genovese or Giancana off the hook when do you use it?

This would indicate that:

(a) That more than just the top bosses had "possession" of these photos and
(b) That the amount of copies of these photos circulating would almost certainly mean that one of them would have leaked.

Like, did Giancana just make a bunch of copies and hand it out to all of his Taylor Street guys? At least a dozen guys from that crew went to jail in the late sixties/early seventies and they never exploited it once?
