Most efficient money making rackets - be detailed

Well I'll give you some speculation as to why I'd like to know this information. I'm making a mafia on a Role Play server and I'd like to mix up how I usually run my mob's, and add in unions, and other ways of role playing all together. Simple I'd like to know new rackets and be as detailed as you possibly could, I'm primarily interested in making a Construction Union as the server has a Department of Transportation which is loaded with money.
