Why was the hit on Anastasia Approved?

What were the reasons behind the other families approving the hit by Gambino on Anastasia? I always thought Anastasia was considered to be a powerful successful boss?

In fact, the relationship is seen in The Godfather, with Moretti as Luca Brasi, Costello being Vito (although Brasi was a composite character also based off Joe Gioeli). When Genovese manipulated the Commission in to sanctioning the murder of Moretti, Costello turned to his pal Anastasia to fill in for the former. In theory it was a good choice. Albert was crazy enough to commit murder for a friend - for nothing in return, but Genovese was relentless and pulled the same trick on Anastasia. The wisest thing he did was get Carlo Gambino in on the thing. That certainly helped. But to be fair, there was less manipulation here than when they sanctioned the Moretti hit.
