There are many who I could choose as the best vocal voice of all time but my pick is Eddie Vedder from Pearl Jam. What a voice, it is haunting at times.

An ex class mate of mine.
My personal favorite is Ray Charles - he could sing
anything, and I'd love it. His voice is so beautiful to listen to.
I think I've mentioned elsewhere that I'm getting hooked on Sinatra, as well. I brought a CD of his to school and somehow my teacher agreed to play it - likely because he's also a fan. We were treated to him attempting to sing "My Way," which I loved, but most of the other students considered torture.
I love Andrea Bocelli. If you ever get a chance, listen to him sing Sogno, and then read the lyrics. The first time I ever heard him sing it was during a televised concert. It was his first public appearance after the death of his father, and he dedicated it to his father. He moved the entire audience to tears, he sang it so beautifully.
Apple, I happen to like Mandy Patinkin. He's so much fun in concert, and he has a lovely voice. Not sure what to make of your Pia Zadora pick, though.

Andrea Bocelli is my favorite! Absolutely one of, if not the best. Even when you may not even understand the words to his songs being that they are in Italian, you definitely get the feeling and the understanding of what he is signing about.
I believe that at the end of the month he is releasing a new CD titled 'Mascagni: Cavalleria Rusticana'
Another one of my favorite songs is 'Canto Della Terra'

Andrea Bocelli appeared in concert with Celine Dion and a duet of theirs is featured on her Christmas CD released several years ago. Although the song has absolutely NOTHING to do the the holidays which I hate when they do that on Christmas albums...it is in fact a lovely piece and their voices harmonize exquisitely.

Onto singers, then. And in order to justify this brief, very spontaneous list, I must define a great voice: to evoke emotion in the listener.

In addition to many of those already listed, how about Jay Black (the second "jay", and not Jay Traynor, the first "jay") from Jay and the Americans. Powerful, accurate voice with great range.
...maybe not the best voice ever, but vastly underrated and overlooked...and in a class with many of yesterday and today's pop singers listed in this discussion...

Jackie Wilson was the best popular singer of the Fifties.
Smokey Robinson took that title in the Sixties.
The best singer, overall, for whom we have competent recordings is Jussi Bjoerling.
The actor with the best speaking voice was Basil Rathbone.
I don't think a best exists. But if I had to name my favorite, I would say Thom Yorke. He has a very original and innovative tone that everyone seems to be immitating now.

As far as modern music is concerned, my vote goes for Thom Yorke. I really like Conor Oberst's voice as well, even if he sounds like a shivering little boy. It has character.
