1. The Don's been shot & seriously wounded, no one knows yet if he's going to live or die. Luca's been missing and unreachable for several hours. Probably considered not normal by the Corleone's.
2. A BP-vest shows up special delivery containing some dead fishes and everyone else to whom one might possibly belong is sitting either in the office with Sonny or somewhere else in the mall.
3. It's probably a pretty big vest.
4. Maybe the initials 'LB' are monogramed at the bottom and we just don't see it.
