He was still the official boss. In name only, but still the boss. This served Tony well, because the Feds would target Junior before him. A least he hoped so. It's a technique that has been used in the NY mob.

Tony was the Street boss, Junior was the official boss. The scene with Carmine Sr. and the rest of his family, and Tony and his family in New York shows this real well as Junior is on speaker phone due to not being able to attend the meeting over Ralphs joke about Ginny, as he is on house arrest. That scene cracks me up.

Junior was boss only by title, he ran nothing effectively but still got to keep a piece of his action.

Which he was lucky to do, Tony was street boss but the feds knew he was running the show.

In the latter seasons Tony built his trust with Junior again and tried to use him for advice, but by then he was pretty much useless really.

Never had the makings of a varsity athlete.

Uncle June was absolutely fucking hilarious the funniest guy on the show absolutely perfect sense of humor for his age group

He knew he was outdated and couldn’t relate to the times. By being placed in a mental ward he was written off as crazy. Thus isolating the outside world.
