Did Clemenza and Tessio manage to "Form there own family" after The Corleone familys move to Nevada?

I would have to disagree with that. Michael said to Frankie in part 2 that he was very happy to see the house stay in the "family." After he went to Nevada, the house went to Clemenza, which pretty much says that Clemenza started his own family once Michael went West, then Frankie took over after a "heart attack" from Clemenza.

Tessio was dead at the end so he had no "Family" to start. It was the right move for Tessio.

Clemenza was actually a female praying mantis. Clemenza and Tessio went on to make a family, and they conceived Frank Pentangeli. After Frankie was born, Clemenza (in classic female praying mantis fashion) bit Tessio's head off, effectly neutralizing him.

However, Tessio's head became lodged in Pete's throat, and Pete suffocated. This solves the long standing mystery of how Clemenza actually died.

I thought we established this already...

Well, the last time I seen him in GF1, he was led away from Tom by Willi Cicci and several other Corleone soldiers.

Ok, then taking that scene where he is lead by Cicci, the dialogue exchanged in that scene, and what Michael tells Tom at his father's funeral, you should be able to figure out that Tessio was not allowed to go off on his merry way and start his own family. Right?

Remember what Michael said : " "Today I settle all family business!"

Um, yeah, and then there was that line to Hagen about seeing if Michael would let him off the hook for old time's sake, to which Tom Replied no as Cicci was removing Tessio's gun.

Of Course Clemenza did form his own family which went to Frankie Five Angels, but as we learned during that champagne cocktail scene, they kept the name "Corleone"

Well, I'm not so sure he did form his own family--literally:
In the fishtank scene, Clemenza says to Vito, formally:
"Don Corleone -- you once said that the day would come when Tessio and me could form our own Family [emphasis added]. Til today, I would never think of it. I must ask your permission..." Vito defers to Michael, who replies, "After we make the move to Nevada -- you can break off from the Corleone Family and go on your own. After we make the move to Nevada."
Note that the transcript uses "Family" as singular, implying that Clemenza and Tessio would jointly form a single family. Didn't sound like a workable arrangement, given the differences in temperament and territories twixt Clemenza and Tessio. Puzo resolved it by having Tessio taken for a ride. But the question remains: Did Clemenza form his own Family? Was he an independent entity?
By GFII, we learn that the Family "is still called Corleone" and Frankie Pentangeli is a caporegime, reporting to Michael. Did the family suddenly revert to "Corleone" and to Michael's control after Clemenza died? I doubt it. I'm guessing that Michael, obsessed with controlling everyone and everything, would never have relinquished total control over the "olive oil business" in New York. I think he made an arrangement with Clemenza--whose loyalty was unquestioned and who was well respected by his men--to nominally report to Michael as a caporegime. But Michael probably gave Clemenza a long leash, and very little actual supervision, because Clemenza needed little supervision. Clemenza probably didn't protest--he was getting old, no doubt in declining health, most likely was satisfied with the arrangement and didn't think it worth fighting over.
Frankie was another story. I'm guessing he was weaker and less respected than Clemenza (attest his having to bring his dispute with the Rosato brothers to Michael). Michael probably kept him on a much shorter leash--and, as we saw, Frankie bridled under it. In fact, I'll guess that there was a power struggle after Clemenza died (perhaps with the Rosatos), and Michael made Frankie an offer he couldn't refuse: I'll support you as chief of the NYC branch, but you have to be under my thumb more than Clemenza was.

Well, Frankie inherited the old Corleone house from Clemenza, and in the champagne cocktail scene Michael says
"YOUR family is still called 'Corleone.'" I hgot the impression that he was able to branch off and run his family, but with the approval of Michael on "big deals." For instance Frankie was powerful enough to welch on the Rosato deal until Michael intervened. I think Mike wanted some distance from the day to day operations like controlled drug sales, gambling, women and other things forbidden by the pezza novante.

I think that Clemenza took over the Corleone family operations in the east. So, in that sense he formed his own family. But, he was probably still pretty much at Michael's command. Remember, in GFIII Michael tells Vincent that Zasa owns what used to be the Corleone family. Obviously, that indicates that there has been some transfer of power that probably goes back to Clemenza. Howeverm Mike is still behind the scenes, as Vincent says, like the Supreme Court.

And by the way, noone forms "there" own family. One forms "their" own family. Madonne!
