Of course Tom DID have a mistress, that fact is established by Michael's snotty statement late in GFII. To date I've seen no concrete indication that her name was Sandra Corleone.

There's no "real" proof that Tom was having an affair with Sonny's widow, but in the rough draft script for Godfather II it has a scene with them talking and kissing. That's where the "Tom was screwing Sonny's widow" comes from.
