for damiano zummo to carry out an induction ceremony in canada he would have had the blessing of either mancuso(boss) or cammarano jr.(ab).
the ceremony being carried out by an acting capo seems odd(crew unknown) seems odd.
zummo would hold the rank of soldier correct. i have never heard of a soldier holding a ceremony.so were there higher ranking bonanno leaders at induction that we don't know about?

Massino was friends with Anthony Dedona, a Colombo associate, who got into an argument with Zummo. Dedona was worried because Zummo had a very violent reputation, so he went to Massino and asked if he would help kill Zummo. Massino, Joseph Pastore (Colombo associate) and Tommy Delio (Genovese associate) agreed to help.

The four conspirators went into a bar in Queens and saw him there. Massino stayed at the bar while the others went to Dedona's house. When Zummo left the bar, Massino called Dedona's house to let him know. The others then shot Zummo in the lobby of his building.

So they copped a sneak because they Dedona was afraid that Zummo would kill him.
