Relationship between Cartels and EME/NF

How do these groups co-exist with each other. For example I know that eme requires almost all Sureno gangs to pay street tax on their sales. My question is what if a cartel is the connect of a sureno gang in California and they are wiped out for failing to pay said street tax what woulld be the reaction of the cartel connect that just lost a good moneymaker? How do they not step on each others toes? Is it that cartels just supply the drugs and are hands off regarding what is done with the profit as long as they get theirs?

A blog called In The Hat, which hasn't been updated in a few years, did a story about some LA gangs under Eme's umbrella letting the cartels sell drugs on their turf untaxed.

Nortenos (NF) are really into meth. Seems not a week goes by without a story up here about a big meth ring bust involving Nortenos and the Nuestra Familia, witch a bunch of mugshots of supposed NF soldiers and associates that look like nothing more than garden variety 10 speed tweakers. If there's any association between NF and the cartels, it's probably in the meth trade.

Here's the article from In The Hat. Should be noted, it doesn't necessarily talk about cartels, just undocumented Mexican dealers, whom I would presume are cartel connected, being allowed to operate on Eme turf.

For those not versed in california street slang, "paisa" is a term for Mexican immigrant.

It's super rare that a sureno gang get wiped out like that. I can think of a couple that are basically extinct after an Eme green light. Opal Street Locos in Boyle Heights and Lowell St that broke off of El Sereno in north East LA.

Most other hoods that get green lighted eventually get off the list. By making things right, either with money or killing the right person or people.

I'd assume for a cartel to be affected, it would have to be a big gang that's targeted. But if it's a bigger and established gang then they aren't going to be wiped out.
