Did Junior order the Curtis Silwa hit?

Never really read to much into the case until now, but interested to know what your thoughts are.

He never was the official boss, just acting........I don't think an ACTING boss can take anyone out without the official boss's ok first, who usually is in jail.....I am limited in knowledge to some others on the board so I will defer to them if an acting boss can take lives on his own command.
