Is devin hester a hall of famer?

Personally I think he is but he's far from first ballot. He won't get in for a long time. But I can see why someone could say that he is not because you could just make him a non-factor in the game by not kicking to him.

Also, who has more of an impact on the game, a punter/kicker or a returner?

He definitely will make the hall of fame

If the put him in for strictly returns then yes, but I think it will be rough. He may have passed Deion in return TDs, but he hasn't shown nearly enough outside of special teams. Deion was a phenomenal returner, a shutdown corner, and was even used as a wide receiver. He needs to put up some more reception TDs in my opinion and being part of a couple Super Bowl teams would help him a lot as well.
