I have been wondering about the extortion going on in the North Ward. Raymond is said to control all crime in the North Ward but Patsy is the one going around and extorting to businesses(or trying to), but he works for Paulie. Anyone?

Patsy Parisi and Burt Gervasi extort store owners with their organization, the North Ward Emergency Merchants Protective Cooperative, and the first episode we see Parisi and Gervasi operate in North Ward, Ray Curto has already been announced deceased.
Never thought of that, guess they took over since he didnt have one soldier in his crew to take over as capo.
what if tony didn't allow raymond to make soldiers then when patsy took over had burt made into his crew
