Apparently not. At the Dons' meeting, the camera pans by him just about the time Vito says Victor Stracci. But just as quickly the camera points across the table to another guy. I'm not sure, but others say that this is Stracci.

Yes we do -- he's killed by Clemenza. Stacci is on the right. Interestingly, though, he's not shown in the subsequent scene when the camera is surveying all the carnage.

He could have been a Bocchiccio. That may have explained why he was at Connie's wedding, as well as Vito's funeral, along with the other New York Dons.
