Actually, he turned down The Godfather Game because he was already signed to do Scarface, which is being made by a rival company. It was like a conflict of interest sort if thing.
However, i think Pacino's voice is too scratchy to sound like a young Michael Corleone anyway.

Of course, the first question that comes up is....will it be some flashback sillyness, or somehow they survived to return to either help or stick in his way. Jay Mohr, Cheech Marin, Robert Davi, Miguel Sandoval, Michael Rapaport and Michael York are in the cast as well. Rapaport and York are always solid cast members in movies(remember Rapaport from COP LAND and TRUE ROMANCE, not to mention GTA3), while the idea of Cheech Martin and Jay Mohr involved doesn't surprise me, but sounds fun.

VU Games' crime-movie adaptation will sport authentic Tony Montana mug, voice talent of original cast, Jay Mohr, Cheech Marin, James Woods, and more.While Hollywood actors lending their voices to games is nothing new, it has usually been for original properties or adaptations of recent films, particularly science fiction (the Matrix games) or fantasy (the Lord of the Rings games). However, the last two months have seen some of the most iconic actors in film history join the game adaptations of their classic films. First was Electronic Arts' announcement that James Caan, Robert Duvall, and the late Marlon Brando had recorded dialogue for the forthcoming adaptation of the Godfather. Then came the even more unexpected news from Warner Bros. Interactive Entertainment that Clint Eastwood would lend his gravelly voice to a next-generation Dirty Harry game. Last but not least was the shocking revelation that Sir Sean Connery would star in EA's remake of From Russia With Love, the 42-year-old James Bond classic. Today, VU Games dropped another surprise into the collective lap of the game and film industries--or so it seemed at first glance. It announced that Tony Montana himself, Al Pacino, "headlines roster of top talent" in the upcoming Scarface adaptation, now called Scarface: The World Is Yours. However, the publisher's statement mentioned only that Pacino was lending his likeness to the game, and reps later confirmed he is not in fact voicing Montana. Still, as evidenced in screenshots released today (pictured), the game's virtual likeness of Pacino is uncanny. However, Scarface: The World Is Yours still has plenty of top-notch voice talent on board. Besides original Scarface cast members Steven Bauer (real name: Esteban Echevarria) and Robert Loggia, the game will also feature the voices of James Woods (who was also in Grand Theft Auto: San Andreas), Jay Mohr (from TV's Action), Cheech Marin (of Cheech and Chong fame), Michael York (Logan's Run), Michael Rappaport (The 6th Day), Miguel Sandoval (Blow), and Robert Davi (Licence to Kill). In addition to announcing the voice cast of Scarface: The World Is Yours, VU Games revealed that the game will be playable at the Electronic Entertainment Expo in Los Angeles next month. The game is due out for the PC, Xbox, and PlayStation 2 this coming fall and is being developed by the now-internal VU studio Radical Entertainment (The Simpsons: Hit and Run). I heard that Al isnt gunna do the voice for Tony, they're just using him for character motions and facial expressions.
